19th-century French school oil painting on wood. The work is monogrammed "R.V" and smooth to the touch. 

A very small sweet romantic landscape scene. A couple tiny figures in the foreground are visible, possibly tending to an animal. The town and towers that are built into the cliffs have a magical quality, and we see that they overlook the sea, upon which a tiny boat sails.
